RACGP 'GP11' National Conference
Three CSQTC staff attended the RACGP 'GP11' Conference which was held in Hobart 6-8 October 2011 to benefit from the various conference sessions and networking opportunities and to support the RACGP as an important member organisation of CSQTC. The Conference was professionally run and CSQTC congratulates the RACGP on providing this annual conference for its members and other stakeholders that includes the network of Regional Training Providers.
Current National and Regional Initiatives of Relevance to AGPT and PGPPP
- RTP Accreditation Model Review. ACRRM and the RACGP are currently working with the Regional Training Provider network and GPET to develop a new accreditation model for the accreditation of RTPs. This model is anticipated to be an accreditation process that will be led by the two Colleges rather than the current model which has been led by GPET. Key benefits of this new model include:
- Recognition of the direct education and training relationship between RTPs and each of the Colleges. This reflects the role that RTPs have in delivering the curricula of the Colleges consistent with the Colleges' training standards, and the recent devolution of responsibility from the Colleges to RTPs, for the RTPs to action the accreditation of training posts and trainers on the Colleges' behalf.
- Recognition of GPET's role in administering the contracts between GPET and RTPs for the delivery of AGPT and PGPPP, and associated performance management accountabilities of RTPs in delivering these programs for the Commonwealth.
The RTPs involvement in the development of this new accreditation model is being coordinated by the Association of RTP CEOs (ACE) through a team of elected representatives led by Dr Janice Bell, WAGPET CEO.
- New GPET Funded OTD Training Program. GPET is in the final stages of negotiation with the Commonwealth Department of Health and Ageing (DoHA) to establish a new, to be recurrently funded, training program for overseas trained doctors (OTDs) who are not eligible for entry into the AGPT program. It is anticipated that this program will consist of two streams of OTDs with one stream being OTDs that have yet to attain their AMC certificate and the other stream being for OTDs who have attained their AMC certificate and are eligible to pursue the 'independent training pathway' with the ACRRM or the RACGP. Further information about the implementation of this program within CSQTC will be announced when CSQTC is contracted by GPET to offer OTD training programs. ACE is also working with GPET in the planning stages for the roll out of this new Commonwealth Government funded training program.
- Delegation to RTPs by the ACRRM and the RACGP to Administer Training Post and Trainer Accreditation for the Delivery of AGPT/PGPPP. CSQTC and the other RTPs have been authorised by the ACRRM and the RACGP to assume responsibility for the accreditation of training posts and trainers, for training posts that are located within the relevant RTP's geographical training provider footprint. This change and other influences have necessitated collaborative planning between CSQTC and QRME to address implications associated with the engagement of training practices and the placement of Registrars in training practices that are located within their overlapping footprint.
This overlapping geographical footprint encompasses towns and their surrounding communities that are located within the regions that are also supported by the rural/provincial Divisions of General Practice within central and southern Queensland. CSQTC and QRME personnel are currently liaising with representatives of training practices that are located within these rural/provincial areas, to advise of the implications of this and other changes, as a part of a transitioning process for training practices that have been 'shared ' by CSQTC and QRME. Enquiries relative to the changes that are being implemented should be directed to the relevant officer of these RTPs, this officer for CSQTC being CEO Peter Harrison.
Current CSQTC Initiatives Including the Appointment of Additional Staff
CSQTC is very fortunate to be the largest of the 17 RTPs in terms of the allocated Registrar training numbers with CSQTC being allocated 116 training places for the 2012 AGPT Intake. As per previous advice in Chatter these training places are distributed as 35 Rural Pathway and 81 General Pathway training places. All of these training places should be fully subscribed. This intake includes an additional 12 training places relative to the 2011 Intake and CSQTC has benefited from a growth of 32 additional AGPT training places and 37 additional PGPPP Junior Doctor placement numbers since 2009. These additional training numbers have enabled and necessitated CSQTC to expand its workforce and further enhance several aspects of its business model and processes. These enhancements include:
- Appointment of Additional Staff. The following new CSQTC staff have been appointed and commenced duty:
- Dr Danielle James has been appointed as a part-time Medical Educator for the CSQTC Metropolitan North region
- Mr Ron Hampton has been appointed as CSQTC's part-time South West Qld District Cultural Educator. See below for further information on this initiative
- Dr Amelia Duhs has been appointed as a part-time Assistant Medical Educator for the CSQTC Metropolitan North region
- Dr Catherine Eltringham and Dr Rebecca Lock have been appointed as part-time Assistant Medical Educators for the CSQTC Sunshine Coast region
- Dr Cathy Lee has been appointed as a part-time Assistant Medical Educator for the CSQTC Metropolitan South region.
- Ms Latasha Tame has been appointed to a newly created full-time position of
Human Resources and Accounting Services Officer
- Ms Maria Brown has been appointed as a full-time
Administration Assistant - Reception and Secretariat Services
- Ms Jessica Benson has been appointed as a newly created full-time position of
ICT Applications Officer
CSQTC is delighted to have these new staff join our organisation and looks forward to their services for the company.
- Development of a soon to be fully implemented new CSQTC organisational structure that includes the establishment of two new CSQTC medical education districts being the Metro North/Sunshine Coast District and the Metro South/Gold Coast District. The Metro North/Sunshine Coast District encompasses the CSQTC Greater Brisbane & Valley North and Sunshine Coast Nodes, and the Metro South/Gold Coast District encompasses the CSQTC Greater Brisbane & Valley South and Logan/Gold Coast Nodes. CSQTC's educational delivery model will transition some of the current centrally delivered education and training workshops to district delivery activities in addition to the Node workshops which will continue. Future editions of Chatter will outline the new organisational structure and the personnel and roles of the CSQTC officers.
Other organisational structure changes that are soon to be implemented include the implementation of a team-based organisational delivery model that includes education, administration and services, and business service unit teams. This new model will be outlined in a future edition of Chatter and should be fully operational by early January 2012.
- Cultural Educator for CSQTC's SWQ District. CSQTC is delighted to now be in a position to transition aspects of its Aboriginal and Torres Strait Islander Health training to our SWQ District. This is a strategically important element of the role of CSQTC's District Medical Education delivery model. As noted above, Mr Ron Hampton has been appointed to this new District role. Ron has extensive experience in teaching and working with the University of Southern Queensland and the Rural Clinical School. He is an active member of the Aboriginal community within the Toowoomba region, and brings significant vision and experience to CSQTC's cultural education and training programs.
The remainder of 2011 will continue to be an exciting and busy time as CSQTC staff concurrently continue supporting our AGPT and PGPPP programs with the many and varied planning initiatives that are in process for 2012. Peter Harrison, CEO <top> ATTENTION: ALL GP Trainers - Draft RACGP Vocational Training Standards - Comments and Feedback Requested by 21/10/11
The RACGP, in collaboration with the Association of Chief Executives (of Regional Training Providers) Training Standards group, commenced the development of outcomes based standards for RACGP vocational training in early 2011. The RACGP is seeking comment and feedback on the draft standards. GPs are invited to provide initial feedback to the RACGP by 21 October 2011. The draft standards and the discussion paper detailing the development of the standards can be found at www.racgp.org.au/vocationaltraining/standards/draft
Understanding these standards and the impact of them on GP Trainers is extremely important for this process. CSQTC strongly encourages all of our GP Trainers to read the draft standards. CSQTC Medical Educators will be providing feedback to the RACGP and we are keen to hear any comments from our GP Trainers. If you wish to provide feedback directly to the RACGP, then please do so via their website - you can do this by completing the online Comments and Feedback form. MAP 2012 Update for all Practices and Registrars
MAP for 2012 placements appears to be progressing very well.
We have had a number of enquiries requesting variations to the placement guidelines. At this stage no variations are being approved as we are keen to still achieve placements of Registrars across all of the Practices and with vertical integration possibilities within Practices. The policy is deliberately designed to attempt to achieve these goals.
In the interests of equity we do not generally approve one-off requests for individual Practices. Where a change is needed to facilitate placements we try to make that change available to all Practices and Registrars.
As a quick reminder, each practice can only accept two Registrars from MAP (ie. Registrars who will be in their first year of GP time) at any one time AND Registrars must be different (either one GPT1 and one GPT2 or one full-time and one part-time). Practice capacity beyond these two can be filled with Registrars in their final year of training or PGPPP doctors.
We are hearing from Registrars about some Practices being unavailable when we have not been told of confirmed placements at those Practices.
The plan from here is that:
- For now the MAP policy applies as written and initially explained to all Practices and Registrars.
- We will be undertaking a review and stocktake of the situation in the last week of October 2011 to assess whether any variations will be needed to ensure all Registrars are placed. If any variations are required these will be announced to all unplaced Registrars and all Practices in the first week of November 2011.
